Old Valley Pike Corridor Overlay District Ordinance and Design Guidelines, Shenandoah County, Virginia

As planning consultant to Shenandoah County, Sympoetica worked closely with County staff, local town representatives, and a County-appointed stakeholder committee to develop the Old Valley Pike Corridor Overlay District Ordinance and Design Guidelines. This year-long process resulted in a comprehensive set of “OVP” companion documents that together allow the County to achieve a future vision for the U.S. Route 11 corridor that would protect the scenic and rural character of the corridor, promote and create attractive gateways to the County’s historic towns and villages, insure adequate traffic operation, and promote tourism and economic development. The corridor ordinance and design guidelines were approved by the county Planning Commission and Board of Supervisors in August, 2008.

Scenic Byways Plan, Shenandoah County, Virginia

Phoebe Kilby prepared a comprehensive proposal for the establishment of a network of scenic byways in Shenandoah County. Route 11 is a featured road in the network. The plan was endorsed by the Shenandoah County Board of Supervisors and approved by the Commonwealth Transportation Board.

Third Winchester (Opequon) Battlefield Preservation Plan, Frederick County, Virginia:


Sympoetica prepared an interpretive and preservation plan for the Third Winchester Battlefield, classified by the Federal Civil War Sites Advisory Commission as one of the most significant and threatened battlefields in the United States. An important element of the plan was the identification of viewsheds from the proposed park and from roadways leading to and through the battlefield. Various zoning techniques, including cluster development with strategic preservation of open space, were recommended to protect these scenic resources.

New River Trail State Park Development and Management Plan and Environmental Assessment, Southwest Virginia:
This 57-mile rails-to-trails project is open to the public and is being developed according to Sympoetica=s master plan by the Virginia Division of State Parks, Department of Conservation and Recreation. Sympoetica prepared a 20-year master development and management plan and environmental assessment for this 700-acre park. The entire viewshed for the park, comprising approximately 15,000 acres, was analyzed to develop land management and conservation strategies for protection of the park's natural and scenic values.
