Sympoetica assisted the City of Lynchburg with this complete
update of its Comprehensive Plan. While initially Sympoetica’s
role, as subconsultant to Mary Means & Associates, was to prepare
the natural resources and parks and recreation elements of the plan
as well as to assist with public participation efforts, Sympoetica’s
role expanded to encompass management of the entire consultant effort,
writing and editing the draft plan document, developing the final future
land use map, and participating in the final approval process. The City
Council approved the plan unanimously in September 2002. |

Rockingham County
Comprehensive Plan,
Rockingham County, Virginia:

| Sympoetica collaborated with Herd Planning & Design on this complete
update of the County’s Comprehensive Plan. The draft plan has been
completed and endorsed by the Citizen Advisory Committee. It is scheduled
for hearing and adoption in 2003. Sympoetica’s primary role was
to prepare the environmental and historic resources sections of the plan
and to develop design guidelines for new development. Sympoetica was also
involved throughout the project in all aspects of public participation
and in working with Milt Herd on land use scenarios and plans. |

Stephens City Comprehensive Plan 2001 – 2021, Town of Stephens
City, Virginia:

| Sympoetica recently completed a comprehensive plan for the Town of Stephens
City, located in Frederick County, Virginia, south of the City of Winchester.
The final plan was adopted on April 2, 2002. It was completed from start
to finish in 11 months in response to the Town’s interest in having
a plan to take forward in an annexation petition. As prime contractor,
Sympoetica guided the town through a planning process that emphasized
community involvement and the Town’s great interest in historic
preservation. Sympoetica is continuing to assist the Town with amendments
to the Zoning Ordinance as part of plan implementation. |

New Market Growth & Annexation Area Concept Plan, Town of New
Market, Virginia
Sympoetica, as lead community designer on a multi-disciplinary team
led by the Jennings Gap Partnership, worked with the historic Town
of New Market to assess the Town’s vision for future growth,
to define the Town’s future growth area, and to prepare appropriate
community land use and design concepts for that area. Key to the community
design was to integrate the Town’s vision for a neo-traditional
community form for its growth area. The plan was approved by the Town
and adopted into the Shenandoah County Comprehensive Plan. |

Loudoun County Revised General Plan 2001 – 2021, Loudoun County,
Virginia:

| Sympoetica was hired by the Loudoun County Planning Department to assist
with development of plan policies for the rural area of the County. Loudoun
is faced with an extremely high growth rate having seen its population
increase 97 % from 1990 to 2000. The county was looking for innovative
ways to limit growth in its remaining rural areas while concentrating
growth in the suburban areas closer to Washington, DC, where urban services
are available. Sympoetica consulted with the Planning Commission on alternative
regulatory strategies and prepared a white paper on non-regulatory methods
for preserving rural lands. Many recommendations in this white paper were
incorporated into the General Plan’s rural policies. Sympoetica
is continuing to assist Loudoun by providing expert witness services in
land use court cases. |
