Stream Valley Open Space System, Fairfax County, Virginia:
Phoebe Kilby conducted research and prepared plans, performance standards and Comprehensive Plan text supporting the implementation of the county's Environmental Quality Corridor (EQC) system. The EQC's protect water quality and provide a linear open space system. These standards consider floodplain, soils and steep slope conditions in the delineation of buffer areas along streams.
